A serious answer:
When that happens, windows is doing what it used to do openly - it's fixing your disk. Remember when you used to crash and reboot or pull out the power plug or whatever and scandisk would come up on reboot? That's what it's doing, just in the background.
Just let it be and it will finish its work.
Edit: It's weird, sometimes system idle shows 99% but performance shows 0%, in which case it truly is idle.. That happened to me with my dell
It was the network that was causing it fits.
Just unplug it from the network or internet and reboot..then just plug the cable in and you should be fine.
Worked for me anyway.
