We have about 15 video feeds that we license from third parties, but it's absolutely not a focus of our site. Customer surveys show that video is the "main reason" for signing up for only about 5% of our paying customers. "Picture content" is the main reason for about 70% of them.

So yes, picture-only sites can definitely survive in the age of broadband. Use good pics and offer them in very high resolutions at high quality (in addition to standard 640x480, most of ours are available at 1024x768 @ 200kb, and many are 1536 x 1152 @ 400k).
