Seriously - I tried to bring my girls up to be smart so when they wanted to date I let it happen and hoped that they had absorbed what their mother and I tried to impart to them.
As it turned out they did - I have two very smart young ladies who are doing very well for themselves in the world of IT and education and I am very proud of them

If you are over protective they will hate you for it and will hide things from you. Be open with them. In an episode of the Osbournes Ozzy gave both his kids condoms before they went out. You might think that was reckless and the kids were massivily embarrassed but that was a responsible act facing up to the reality that sex does happen. Well I'm only 20 so being 15 wasn't that long ago and I remember my mom always did somthing that I could never understand. Anytime she found a condom in my room, wallet, or wherever, she always took em and threw em away, then yelled at me. Being 15, my only income was christmas and my birthday so I never had money to spend on condoms so make sure your daughter has some... If she wants to have sex, she will, no matter what you say, so make sure she is prepared.
