    KK, do you have any idea how webmasters from Australia, New Zealand, Canada, Japan, South Africa, Hungary, Mexico, Thailand, etc (ie countries without local registered IPSPs) are going to find a "compliant" processor? From your description, it sounds like it will soon be impossible to run an adult paysite unless you:

    a) are a resident of the US or EU
    b) own a company in the US or EU
    c) have your own merchant account.

    Is there an option d?

          Watch this, I approached them about a Merchant Account for my business here in Canada, and was told because I didn't have the processing volume they were looking for they couldn't help me at this time.

          This is what I got told:

          Unfortunately at this time we do not have a merchant account solution for some companies requesting offshore accounts.

          However if you can obtain a merchant account on one of the following platforms/processors FDR type 0, FDR type 7, Visanet, Vital, Nova, ECBP, Wirecard, & Surefire and Maverick AKA Card Systems we would be glad to process for you.

                What you're failing to realize is that this has nothing to do with processing companies and everything to do with Visa/MC rules.

                Back in the day when there were banks all over the Caribbean acquiring for people, they were getting whacked right and left because they couldn't handle the volume or the issues that came with it.

                The bottom line is that there are not many banks left that both meet the requirements for 5967 processing AND want to run the transactions.

                The cross border acquisition rules are designed to protect the banks, its not really any more than that. All the banks are grouped into regions and they are responsible for each other as well as their own business, when things go wrong.

                If you were a bank that didn't accept high risk processing AND you got stuck with a tab to bailout some little bank in your region that got burned on high risk and went under, you wouldn't be too happy now would you?

                      You did receive the proper response from our sales department. Unfortunately at this time, offshore banks and aquirers do not want to take any high risk (adult) merchants processing under 50k per month. Morpheus is correct. However, we are working with some new sources now and should be able to lower that requirement soon so keep checking back. If you are non-adult offshore, the lower limit is only 10k per month.

                      The setup cost depends on your location and need. Typically 2k for the offshore EU corp and signer. If you already have an EU corp, the cost is about $500 total with one bank we work with and $0 with another.
                      If you are setting up in the U.S., there you must pay the Visa/Mastercard registration fees, so the setup cost is aboput $1900 total including the app fee.

                      It is a small inmvestment considering the $$$ you will save in procerssing fees.
                      We also process online checks for only 3.25% and 40¢ per transaction and there is no merchant account necessary for that.

                          I got a 9.5% fee deal with websitebilling a year ago.
                          Because of a small issue with their affiliate programs
                          possibilities to work with our own we never used them !

                          Phuu....

                          CCbill / Ibill / Own merchant account / US based backup company
                          Verotel and some other processors setup and waiting.
                          All this was done during the last ISPS circus regarding
                          foreign webmasters and VISA issue.

                          I recomend all paysite webmasters to invest both time and money
                          to have a few backup plans ready to go live. And it's important to have your own affiliate program script so you can switch processors and have your own stats so that your affiliates will not get hurt by this. Afterall it's your program, if a processor gets down it's your problem - not your affiliates - atleast that is the way it should be !!

                            I still can't understand why USA and Canada are two separate regions. After 15 years of free trade and over 300 years of cooperation between the two countries, you,d think they would simply make it one region... That really sucks for anyone in Canada, especially if Visa adds more requirement as time goes by, such as having a principal officer being a US resident, having employees and an office there that they can verify, etc. I'd gladly move to the US if that was the case, but it's not like it would be easy to get a US citizenship with all that's been going on since 9/11.

                            Do you think Canadians with a US company will be safe for a good period of time, or do you think they'll start coming down on us next?

                                  Visa USA isn't dictating anything to Canada. Visa US is making it's policies clear for the US banks that authorize and settle transactions under the auspices of the region. Same thing with Visa Int'l.

                                  I don't think Visa Canada cares one way or another, the banks in Canada simply don't wabt to do high risk. I don't particularly see any way to force them to do so either...
