The War's ratings decreased so the networks didn't pick it up for another round of episodes. They call it a 'hiatus' in the biz, it could be brought back in the fall to replace some of the early casualties of the new fall TV schedule. Looting and general lawlessness is still rampant and beyond the control of coalition forces. This is preventing people from returning to work, because they fear leaving their homes will subject their property to looting. By key sectors of the populus not returning to work, its difficult to restart even basic civil operations to provide security and produce essential services such as electricity by the Iraqi people themselves. This is creating a perpetual cycle of instability.
With Saddam's iron grip removed, the people have been liberated politically. However this has created a deeply fractionalized political climate where various parties that were grossly repressed now feel they should have more say and power in the rebuilding process. Iran has been trying to infiltrate and seed extremism as well.
End result, coalition forces and eventually UN forces will end up providing security and country rebuilding services for many years to come.
