If I make a tour for a CCBILL site .. is it then allowed for me to link directly to the https://bill.ccbill.com/jpost/signup.cgi page ?

that is only the url you see when you click to join a site using ccbill. -

I think what he meant is that you're missing the form post. There are variables you need to send over, like the account number, pricing points, etc..
Look at your code, or better yet, call CCBill Support. They'll walk you through it.
