Sexpedo may be catering to the underage on his websites, but does that qualify as evil per se? If someone showed me proof that he actually harmed kids I would tend to agree with you, but putting shit up on a website? Criminal, perhaps. Evil?... I'd have to disagree. I wouldn't class anything "virtual" as being evil. True evilness is real, as in reality.
