anyone who has 24k in their pocket to buy an existing site will at least do some very quick numbers on it:

Traffic Rank for rileyryder.com: 318,875
of course that is just an estimate, but all traffic indicators for it indicate a downward trend trend at this time.
that traffic rank indicates about 200-300 uniques/day traffic.
if conversion ratio is 1:300 (it might be) that indicates maybe 1 new signup per day.
which means the bulk of income probably is on a declining base of renewals.
not saying you can't throw traffic at it and make it do something.
but i have a good idea what it is actually presently worth based on ROI.
and it is nowhere near 24k.
