              I want to dispute a hotel room charge on my card from New Year's. The hotel told me I would be reimbursed in the event they rented the same room out. They did, however, I have not been credited the room charge.

              Any advice?

                    Visa itself encourages the consumers to chargeback as much as possible.
                    The last time I visited their site it was a huge ad right on the top fold of the page; something akin to "You're not responsible for charges" and then a link to a page like this one explaining in detail how to do a worry-free chargeback.

                        unfortunately it was a decision that both you and the merchant came to, therefore you need to deal with the merchant directly.
                        Call the home office, send letters, faxes. Keep copies of ALL of them. Emails and such.

                        If you want to dispute it with Visa what you will need is a proof of the agreement you and the hotel came to (he will reimburse if he rents out the room) Proof that he said that (in writing) and proof that it was rented.

                        Thing is, in this case Visa has no more power than you do if they don't have proof. We can't just tell the merchant 'well you made a promise, now honor it'

                        There are too many legalities involved.

                            you make no sense.

                            issuing banks promote the fact that they can protect their clients (card holders) from fraud. in case you live under a rock... a very large % of the websurfing public is still afraid to use a credit card online because of rampant fraud. banks lose money from that.
