No, it isn't banned. Those are underage "art" sites, exploiting a loophole in the law. Also, they're russian or ukrainian, which makes dodging the law a slight bit easier.
As for anyone who actually got popups, browser changes or whatever: you're fake webmasters. Real webmasters have popup blockers and protection against exploits
