You can't use topless girls in public for promotional purposes or any commercial venture, otherwise they'd probably have topless strippers outside bars getting people in the door...
But as far as any regular jane, no shirts needed, it would be unconsitutional or something...
I don't recall ever seeing topless girls walking around, although I know some American girls have come over right after the law change, went up to a cop, asked about the truth to the law, were told it was okay, and proceeded to take their shirts off in front of the cop and walk around the riverfront...
