Had that problem once many moons ago. If I remember correctly the users need to type in "PASSV" to activate passive mode on their FTP client also. Lot of graphical FTP clients can't do this. One FTP client that has never failed me is
NcFTP It's not graphical but it always connects no matter how the server is set up. Give it a try...
