If the company is late paying him for his first month, he either needs to get used to getting screwed over or he needs to part ways with the company.
Assuming he choses the latter course, make sure he has all of the documentation he needs about what he is owed before he quits. Its generally easier to get info out of a company while you're still working for them than after the fact. It might even be wise to speak with a lawyer prior to quitting just to make sure.
