The President?s Plan
President Bush announced a growth and jobs plan to strengthen the American economy, and called on Congress to act swiftly to pass it.
The President?s economic agenda has three main goals:

Encourage consumer spending that will continue to boost the economic recovery.
Promote investment by individuals and businesses that will lead to economic growth and job creation.
Deliver critical help to unemployed citizens.
The President?s new proposal would:

Speed up the 2001 tax cuts to increase the pace of the recovery and job creation.
Encourage job-creating investment in America?s businesses by ending the double taxation of dividends and giving small businesses incentives to grow.
Provide help for unemployed Americans, including extending unemployment benefits and creating new re-employment accounts to help displaced workers get back on the job.
Who benefits under the President?s plan?

Everyone who pays taxes?especially middle-income Americans ? as tax rate reductions passed by Congress in 2001 are made effective immediately. Middle-income families will receive additional relief from accelerated reduction of the marriage penalty, a faster increase in the child tax credit, and immediate implementation of the new, lower 10 percent tax bracket.
Everyone who invests in the stock market and receives dividend income?especially seniors will benefit from elimination of the double taxation on dividends. About half of all dividend income goes to America?s seniors, who often rely on those checks for a steady source of retirement income.
Every small business owner who purchases equipment to grow and expand will get assistance through an increase in the expensing limits from $25,000 to $75,000.
Every worker who has lost his or her job and qualifies for unemployment benefits will get more help, and many will qualify for new, more flexible Personal Re-employment Accounts, which provide a bonus if they find work quickly.
Under the President?s proposal to speed up tax relief, 92 million taxpayers would receive, on average, a tax cut of $1,083 in 2003.

46 million married couples would receive an average tax cut of $1,716.
34 million families with children would benefit from an average tax cut of $1,473.
6 million single women with children would receive an average tax cut of $541.
13 million elderly taxpayers would receive an average tax cut of $1,384.
23 million small business owners would receive tax cuts averaging $2,042.

The President?s Plan is Good for All Americans

A typical family of four with two earners making a combined $39,000 in income will receive a total of $1,100 in tax relief under the President?s plan.
Good for Job Creation

According to a projection by the Council of Economic Advisers, the President?s plan will help the economy to create 2.1 million jobs over the next three years.
Strengthening America?s Economy for All Americans

America has the strongest, most resilient economy in the world, yet this economy is not creating enough jobs. We have made great progress, but there is still more work to do.
The President today proposed a specific agenda to increase the momentum of our economic recovery. The President?s proposal would:
The President?s proposal builds on the success of the 2001 tax cut. As a result of this law, Americans are due to receive additional tax relief in 2004, and again in 2006. Republicans and Democrats in Congress have already enacted these cuts. The President believes the time to deliver this relief is now ? when it can do the most good for families, businesses, and the economy ? not years from now.

The President?s plan would:

Make all the tax rate reductions from the 2001 tax law effective this year?and retroactive to January 1, 2003.
Upon passage, the President will order the Treasury Department to immediately adjust the amount of money withheld for income taxes, so that Americans will keep more of their paychecks right away.
For income earned after January 1, 2003, the following tax rates would be in effect:

The President?s plan would also bring middle-income families additional relief by speeding up three other tax reductions promised in 2001. It would:

Reduce the marriage penalty this year, instead of waiting until 2009. An estimated 46 million married couples would benefit under the President?s plan.
Raise the child tax credit from $600 to $1,000 per child this year, instead of in 2010. That would amount to a $400 increase per child, and checks would be issued in that amount this year to help parents across America. An estimated 34 million families with children would benefit under the President?s plan.
Move several million working Americans into the lowest tax bracket of 10 percent now instead of waiting until 2008.
[Note: The plan will hold harmless any taxpayer that may be affected by the Alternative Minimum Tax].

Encourage Job-Creating Investment in America?s Economy ? The President proposed two new steps to encourage individuals and businesses to invest in America?s economy.

End the double taxation of dividends

Roughly 35 million American households receive dividend income that is taxable and will directly benefit under the President?s plan. More than half of these dividends go to America?s seniors, many of whom rely on these checks for a steady source of income in their retirement.
Yet seniors and other investors are not getting the full benefit of their investments because those investments are taxed twice. The IRS taxes a company on its profits, then it taxes the investors who receive the profits as dividends. The result is that for every dollar of profit a company could pay out in dividends, as little as 40 cents can actually reach shareholders.
In practice, double taxation of dividends means that even an investor of modest means is paying a higher tax rate on dividends than wealthy taxpayers pay on their income.
It is fair to tax a company?s profits, and under the President?s plan, company profits will still be taxed ? but only once. It is not fair to tax this income twice by taxing the shareholder on those same profits.Double taxation is wrong?and it falls hardest on seniors.
Almost half of all savings from the dividend exclusion under the President?s plan would go to taxpayers 65 and older. The average tax savings for the 9.8 million seniors receiving dividends would be $936.
The President?s plan would eliminate the double taxation of dividends for millions of stockholders ? allowing taxpayers to exclude dividend payments from their taxable income ? and returning about $20 billion this year to the economy.
Increase incentives for small businesses to grow

Small businesses create the majority of new jobs and account for half the output of the economy.
Current tax laws permit them to write off as expenses up to $25,000 worth of equipment purchases. The President?s plan would increase that limit to $75,000 and index it to inflation ? encouraging them to buy technology, machinery, and other equipment they need to expand.
Help Unemployed Americans Find Work ? As we work to encourage long-term growth in the economy, we must not forget men and women struggling today. The President?s plan would help the unemployed on two fronts, providing both short-term benefits and long-term opportunity:

Extend unemployment benefits

Close to 70,000 workers exhaust their unemployment benefits each week and need our help.
The President?s plan calls on Congress to extend unemployment benefits that expired on December 28th and make them retroactive so people who lost benefits in December will receive them in full. The President is calling upon Congress to make helping unemployed Americans a first order of business this year.
Create new Personal Re-employment Accounts

The President?s plan would create Personal Re-employment Accounts, a new, innovative approach to help unemployed Americans find a job.
These accounts would provide unemployed workers with up to $3,000 to use for job training, child care, transportation, moving costs, or other expenses associated with finding a new job. A person who gets a job within 13 weeks will be able to keep the leftover funds from their account as a re-employment bonus. This will help them when they are looking for work and give them an incentive to find work faster.
President Bush proposes giving states $3.6 billion to fund these accounts. The program would be administered through the One Stop Career Center system and would work through existing state unemployment systems to ensure speedy delivery of benefits.
Under the President?s plan, these accounts would be available to at least 1.2 million Americans.
Workers would receive these Personal Re-employment Accounts in addition to their regular unemployment benefits.
Turning Recovery into Prosperity

The President?s jobs and growth package will provide $98 billion of total tax relief over the next 16 months and $670 billion over the next decade. It will spur real overall economic growth, yet it is disciplined and tailored to address specific challenges.
The American economy is strong, but it must be stronger. The President?s plan is a focused effort designed to remove the obstacles standing in the way of faster growth and greater progress.
President Bush will not be satisfied until every American who wants a job can find one; until every business has a chance to grow; and until we turn our economic recovery into lasting prosperity that reaches every corner of America.
Continuing Our Growth From Recession to Recovery

Since the beginning of his Administration, the President has acted decisively to promote economic growth and job creation.
In 2001, he fulfilled his promise to reduce the tax burden on the American people. This tax relief gave the economy a boost at just the right time?ensuring that the recession was one of the shortest and shallowest in modern American history. These tax cuts worked, and the President will continue to press the Congress to make the cuts?including the end of the death tax?permanent.
In 2002, he proposed and signed into law an economic stimulus bill, tough new corporate accountability standards, terrorism insurance legislation to put construction projects back on track, and an historic trade act. All these measures will help our economy as it recovers from the shocks of recession, the attacks of September 11th, and serious abuses of trust by some corporate officials.
Today, America?s economy is recovering and showing signs of growth.

The country is now in its second year of economic growth.
Nationwide, incomes are rising faster than inflation.
Interest rates are the lowest in 37 years, and low interest rates have allowed Americans to refinance their homes, adding more than $100 billion to their pocketbooks and to the economy.
The homeownership rate?a central part of the American dream?is 68 percent, close to the highest ever.
Productivity of American workers?the most important indicator of our economic strength?went up 5.6 percent over the last four measured quarters, the best since 1973.
Our trade with other nations is expanding?bringing the lower prices that come from imports, and the better jobs that come from exports.

Military Pay Increases/Targeted Bonuses:

In FY 02, an additional $0.4 billion was provided to increase military pay by 4.6%, plus an additional $1 billion for military compensation programs designed to address specific recruiting and retention needs.
The FY 03 budget proposes an additional 4.1% across-the-board pay increase for military personnel.
Renovate Military Housing:

In FY 02, an additional $400 million was provided to improve military housing.
In 2003, the Department of Defense plans to renovate 35,600 housing units, and eliminate inadequate housing by 2007.
The Administration proposes to reduce average out-of-pocket expenses for military families living in local communities to zero by 2005. During 2003, such expenses will drop to 7.5% from the 15.0% in 2001.
Improve Training:

The FY 03 budget robustly funds the Services? training goals, as measured in aircraft flying hours, ship steaming days, and ground vehicle miles.
It also adds significant resources for maintaining military equipment and facilities.
The FY 03 budget proposes spending $140 million on military operation and maintenance; in FY 01, the military spent nearly $114 million.
Homeland Security:

President Bush established the Office of Homeland Security.
The FY 02 budget devoted $40 billion for homeland security purposes, including:
Dramatically increasing the number of sky marshals;
Acquiring enough medicine to treat up to 10 million more people for anthrax or other bacterial infections;
Investigating the sources of terrorist funding, and freezing the financial assets of more than 150 individuals and organizations connected to international terrorism;
Deploying hundreds of Coast Guard cutters, aircraft, and small boats to patrol the approaches to our ports and protect them from internal or external threats;
Acquiring equipment for certain major mail sorting facilities to find and destroy anthrax bacteria and other biological agents of terror; and
Stationing 8,000 National Guards troops at baggage-screening checkpoints at 420 major airports.
The FY 03 budget provides:
$21 billion for homeland security, increasing the total to $38 billion - a virtual doubling of old levels;
$3.5 billion to support first responders, a more than twelve fold increase over 2002;
$5.9 billion to enhance our defenses against bioterrorism;
$380 million to establish a reliable system to track the entry and exit of immigrants, particularly those who might pose a security threat to the United States;
Funding to more than double the number of Border Patrol agents and inspectors across the northern border, to support deployment of force-multiplying equipment, and to integrate once-separate information systems;
$722 million for improvements to information-sharing within the federal government and between the federal government and other jurisdictions; and
$4.8 billion for the Transportation Security Agency, a 210% increase on aviation security over 2002.
The President proposed creating a Department of Homeland Security, which would combine more than 40 federal agencies responsible for border and transportation security, emergency preparedness and response, chemical, biological, radiological and nuclear countermeasures, and information analysis and infrastructure protection.

Response to Terrorism:

On less than a month?s notice, American and British forces joined with local anti-Taliban troops in an assault on the al Qaeda network and the Taliban regime that gave it safe harbor.
A relatively small numbers of light troops have able to prevailed in Afghanistan. Decisive victories can be achieved by integrating real time intelligence with sophisticated technologies in cooperation with indigenous forces.
Deploy ABM:

Following months of negotiations and discussions with Russia, in December 2001, the U.S. provided a formal six-month notice that it was withdrawing from the ABM Treaty.
The FY 03 budget proposes $7.8 billion in ballistic missile defense.
Strengthen Intelligence:

The FY 03 budget proposes increases of between $2 billion and $3 billion in intelligence spending, to a total of nearly $35 billion.
Included in that proposal are enhancements to the capabilities of the FBI and other law enforcement/intelligence agencies.
Comprehensive Military Review:

The Administration issued the 2001 Quadrennial Defense Review, which shifted to a ?capabilities-based? defense strategy that focuses on capabilities of potential adversaries and the tools that America?s armed forces will need to deter and defeat adversaries employing those capabilities.
DoD has recently established an Office of Force Transformation to coordinate all of the military service transformation efforts and advise the Secretary of Defense.
In January 2002, the Department of Defense issued its Nuclear Posture Review Report, which complements the Quadrennial Defense Review by shifting planning for our nation?s strategic forces from the threat-based approach of the Cold War to a capabilities-based approach.
The Nuclear Posture Review establishes a new nuclear triad of offensive strike systems (both nuclear and non-nuclear); defenses (both active and passive); and a revitalized defense infrastructure designed to provide new capabilities for emerging threats.
Stealth Ships/Long-Range Missiles:

The FY 03 budget funds four Trident ballistic missile submarines converted to submarines equipped with long-range cruise missiles.
The Navy awarded a $2.9 billion contract to begin building so-called ?stealth ships? that can better evade radar detection.
Earmark 20% of R&D for Next Generation Weapons:

In the FY02 budget, the President allocated 20% of defense R&D to the most promising next-generation weapons.
In 2003, the Department will invest over $9 billion in science and technology. New projects include:
Easy-to-wear chemical/biological protection masks;
Chemical, biological, and nuclear weapons detectors;
Bunker and cave-defeating weapons;
Intelligence systems to detect assembly of weapons of mass destruction; and
Unmanned air, land, and sea surveillance and combat vehicles.
Increase R&D by $20 Billion:

In the FY02 budget, the President increased defense R&D by $20 billion.
Reduce Nuclear Weapons:

The U.S. and Russia agreed to a treaty that will substantially reduce our nuclear arsenals to between 1,700 and 2,200 warheads.
Transforming the Military/Next Generation Weapons:

The FY 03 budget also funds the following next-generation weapons:
Unmanned aerial vehicles such as those used in the war against terrorism, which provide greater, longer-endurance intelligence and combat capabilities directly to the war-fighter at far less cost and risk to military personnel than manned aircraft;
Unmanned underwater vehicles that can greatly extend the range and capabilities of submarines and surface ships at less cost and without risk to sailors;
The Army?s Land Warrior technology, which digitizes the communications and intelligence capabilities of the individual infantry soldier to enhance situational awareness and combat capability;
Small precision bombs, which increase the quantity of targets that each individual aircraft can strike;
Bunker-defeating munitions to target the growing threats of deeply hidden weapons of mass destruction; and
Space-based radar and space control systems, which enhance our surveillance capabilities and our capabilities to collect and utilize information from space.

In 2003, the Department of Defense plans to renovate 35,600 housing units, and eliminate inadequate housing by 2007.
The Administration proposes to reduce average out-of-pocket expenses for military families living in local communities to zero by 2005. During 2003, such expenses will drop to 7.5% from the 15.0% in 2001.
Improve Training:

The FY 03 budget robustly funds the Services? training goals, as measured in aircraft flying hours, ship steaming days, and ground vehicle miles.
It also adds significant resources for maintaining military equipment and facilities.
The FY 03 budget proposes spending $140 million on military operation and maintenance; in FY 01, the military spent nearly $114 million.
Homeland Security:

President Bush established the Office of Homeland Security.
The FY 02 budget devoted $40 billion for homeland security purposes, including:
Dramatically increasing the number of sky marshals;
Acquiring enough medicine to treat up to 10 million more people for anthrax or other bacterial infections;
Investigating the sources of terrorist funding, and freezing the financial assets of more than 150 individuals and organizations connected to international terrorism;
Deploying hundreds of Coast Guard cutters, aircraft, and small boats to patrol the approaches to our ports and protect them from internal or external threats;
Acquiring equipment for certain major mail sorting facilities to find and destroy anthrax bacteria and other biological agents of terror; and
Stationing 8,000 National Guards troops at baggage-screening checkpoints at 420 major airports.
The FY 03 budget provides:
$21 billion for homeland security, increasing the total to $38 billion - a virtual doubling of old levels;
$3.5 billion to support first responders, a more than twelve fold increase over 2002;
$5.9 billion to enhance our defenses against bioterrorism;
$380 million to establish a reliable system to track the entry and exit of immigrants, particularly those who might pose a security threat to the United States;
Funding to more than double the number of Border Patrol agents and inspectors across the northern border, to support deployment of force-multiplying equipment, and to integrate once-separate information systems;
$722 million for improvements to information-sharing within the federal government and between the federal government and other jurisdictions; and
$4.8 billion for the Transportation Security Agency, a 210% increase on aviation security over 2002.
The President proposed creating a Department of Homeland Security, which would combine more than 40 federal agencies responsible for border and transportation security, emergency preparedness and response, chemical, biological, radiological and nuclear countermeasures, and information analysis and infrastructure protection.

Response to Terrorism:

On less than a month?s notice, American and British forces joined with local anti-Taliban troops in an assault on the al Qaeda network and the Taliban regime that gave it safe harbor.
A relatively small numbers of light troops have able to prevailed in Afghanistan. Decisive victories can be achieved by integrating real time intelligence with sophisticated technologies in cooperation with indigenous forces.
Deploy ABM:

Following months of negotiations and discussions with Russia, in December 2001, the U.S. provided a formal six-month notice that it was withdrawing from the ABM Treaty.
The FY 03 budget proposes $7.8 billion in ballistic missile defense.
Strengthen Intelligence:

The FY 03 budget proposes increases of between $2 billion and $3 billion in intelligence spending, to a total of nearly $35 billion.
Included in that proposal are enhancements to the capabilities of the FBI and other law enforcement/intelligence agencies.
Comprehensive Military Review:

The Administration issued the 2001 Quadrennial Defense Review, which shifted to a ?capabilities-based? defense strategy that focuses on capabilities of potential adversaries and the tools that America?s armed forces will need to deter and defeat adversaries employing those capabilities.
DoD has recently established an Office of Force Transformation to coordinate all of the military service transformation efforts and advise the Secretary of Defense.
In January 2002, the Department of Defense issued its Nuclear Posture Review Report, which complements the Quadrennial Defense Review by shifting planning for our nation?s strategic forces from the threat-based approach of the Cold War to a capabilities-based approach.
The Nuclear Posture Review establishes a new nuclear triad of offensive strike systems (both nuclear and non-nuclear); defenses (both active and passive); and a revitalized defense infrastructure designed to provide new capabilities for emerging threats.
Stealth Ships/Long-Range Missiles:

The FY 03 budget funds four Trident ballistic missile submarines converted to submarines equipped with long-range cruise missiles.
The Navy awarded a $2.9 billion contract to begin building so-called ?stealth ships? that can better evade radar detection.
Earmark 20% of R&D for Next Generation Weapons:

In the FY02 budget, the President allocated 20% of defense R&D to the most promising next-generation weapons.
In 2003, the Department will invest over $9 billion in science and technology. New projects include:
Easy-to-wear chemical/biological protection masks;
Chemical, biological, and nuclear weapons detectors;
Bunker and cave-defeating weapons;
Intelligence systems to detect assembly of weapons of mass destruction; and
Unmanned air, land, and sea surveillance and combat vehicles.
Increase R&D by $20 Billion:

In the FY02 budget, the President increased defense R&D by $20 billion.
Reduce Nuclear Weapons:

The U.S. and Russia agreed to a treaty that will substantially reduce our nuclear arsenals to between 1,700 and 2,200 warheads.
Transforming the Military/Next Generation Weapons:

The FY 03 budget also funds the following next-generation weapons:
Unmanned aerial vehicles such as those used in the war against terrorism, which provide greater, longer-endurance intelligence and combat capabilities directly to the war-fighter at far less cost and risk to military personnel than manned aircraft;
Unmanned underwater vehicles that can greatly extend the range and capabilities of submarines and surface ships at less cost and without risk to sailors;
The Army?s Land Warrior technology, which digitizes the communications and intelligence capabilities of the individual infantry soldier to enhance situational awareness and combat capability;
Small precision bombs, which increase the quantity of targets that each individual aircraft can strike;
Bunker-defeating munitions to target the growing threats of deeply hidden weapons of mass destruction; and
Space-based radar and space control systems, which enhance our surveillance capabilities and our capabilities to collect and utilize information from space.
The Administration announced its intention to cancel the Army's $11 billion Crusader artillery program so that money could be invested in more futuristic weapons technologies.

President Bush?s Agenda for Improving Health Care

President Bush?s comprehensive health care agenda improves health security for all Americans by building on the best features of American health care. Our health care system can provide the best care in the world, but rising costs and loss of control to government and health plan bureaucrats threaten to keep patients from getting state-of-the-art care.

To create a health care system that puts the needs of patients first, the President proposed steps to:

Help all Americans get affordable health care coverage;
Help patients get high-quality care every time:
Develop new treatments to keep patients healthy and prevent complications from diseases and strengthen the health care safety net.
The President?s health care agenda is designed to improve the accessibility, affordability and accountability of health care for every American ? and to make sure that American health care keeps getting better. The President backed up this agenda with more than $300 billion in proposed funding.

Every American Can Choose Affordable Health Care That Meets Their Needs:

Everyone should be able to choose a health care plan that meets their needs at a price they can afford.
Americans enjoy access to good choices in employer-sponsored health care plans, but many others do not have good coverage options or are in danger of losing them.
The President proposes to address this problem through over $117 billion in initiatives to make good health care coverage more available and affordable:
The President?s plan lifts the excessive restrictions on Medical Savings Accounts which will allow many more Americans to set up tax-free accounts to protect themselves from high out-of-pocket costs.
The President supports legislation that would make it easier for small employers to pool together to offer their employees better health coverage options, like many large corporations are able to offer.
The President?s budget proposes $89 billion in new health credits to make private health insurance more affordable for low- and middle-income American families who do not have employer-subsidized insurance.
The Administration will work with states to strengthen Medicaid and the State Children?s Health Insurance Program (S-CHIP) ? already worked expanded innovative Medicaid and S-CHIP coverage for almost 2 million more Americans.
The President?s budget provides $350 million to continue funding Medicaid for families in transition from welfare to work.
The President's budget strengthens S-CHIP by making available to states an estimated $3.2 billion in unused S-CHIP funds that otherwise will be lost. These additional matching funds will enable all states to expand coverage to the uninsured.
The President believes that Americans who need long-term care assistance should have more control over how they receive the care they need. The President?s budget proposes to make premium payments for long-term care insurance fully deductible, to provide a much-needed, more flexible alternative to ?spending down? to Medicaid. The 10-year cost of this proposal is $20 billion.
The Bush Administration proposes an additional tax exemption for persons who take time to care for parents or children who need long-term assistance.
Improving the Quality of Health Care

The President strongly supports the passage of a Patients? Bill of Rights that leaves medical decisions in the hands of physicians, instead of insurance companies ? and urges Congress to reconcile differences and complete its work this year.
President Bush will work with Congress to develop fair and reasonable legislation that will make genetic discrimination illegal and provide protections consistent with other existing anti-discrimination laws.
The Administration continues to take steps to make better information on medical treatments and the quality of health care providers available to the public, including new information on nursing home quality.
Electronic medical records hold the promise of improving quality of care for patients and for giving them more control over their health information, but only with strong medical privacy protections give patients the security and confidence they need. The Administration is implementing new medical privacy protections to do just that.
Effective Support to Increase Biomedical Research and Strengthen the Health Care Safety Net

Increase funding for the National Institutes of Health (NIH) to efforts to support research to improve the prevention, detection and treatment of diseases.
The President?s budget includes $5.9 billion for bioterrorism preparedness, an increase of $4.5 billion ? more than three times the 2002 base funding level.
The President?s budget includes $1.5 billion for Community Health Centers, a $114 million increase that would continue the Bush Administration's long-term strategy to add 1,200 new and expanded health center sites over five years and serve an additional 6.1 million patients. . The increase for fiscal year 2003 will support 170 new and expanded health centers, and provide services to a million more patients.

Background: From 1998 to 1999, Rumsfeld, 68, served as chairman of the U.S. Ballistic Missile Threat Commission, which evaluated the United States' vulnerability to missile attack.

President Bush indicated that his selection was due in part to Rumsfeld's work as chairman of the commission. "I felt that he did an extraordinary job with a delicate assignment," Bush said. "He brought people together who understand the realities of the modern world. In picking Don Rumsfeld, we'll have a person who is thoughtful and considerate and wise on the subject of missile defense."

Most recently, from 1999 to 2000, Rumsfeld was a member of the U.S. Trade Deficit Review Commission. During the Reagan Administration, he served as an adviser to the U.S. departments of State and Defense and as a member of the President's General Advisory Committee on Arms Control.
