The correct answer is YES, (but there are MANY MANY factors) If you look at all the Large, medium and even small sites that have been around for years, most of them do not even trade traffic. It's only the newbies that think you need to jerk your surfers heads off to make their stats loook big......Then the minute the trades stop so does their numbers.
