I'm not looking for designer icq numbers. I have those already, and discussing it with every single designer doesn't really make sense timewise.
What I'm looking for is some indication of what it would cost.
Here are some details:
Warning page
Logo + nav menu (for use throughout the site, including message board)
Site style (must be very customizable)
Kinda like xbiz, but less cluttered and prettier

I do reccomend you check out Sharky's stuff however, he does top designs and the extra money is well spent for a quality design from a reputable firm such as his.
