A country with only human rights issues at stake isn't likely to get much attention. Some senators appear to think Iran might be worth a look though.

I think the criteria for help are:

Politically advantageous area.

Allies in trouble in area.

Resources to exploit.

I'm not quite sure actual suffering fits in anywhere in the equation.
