It isn't very common to have them that high. But if you build it yourself, you shouldn't have much of a problem other than some additional expenses in excavating, concrete, and some additional steps. Heating and coolling shouldn't be too much different. Depending on the layout of your house, you might also need extra tall floor jacks/supports...but it can be done.
