well, first off, iraq isn't exactly the same. they don't really have to worry as much about heeding off a nuclear attack from china, russia, and so on. having the technology makes a nice stalemate.
even if they did "need" such an item (which i don't really think is required for the defense of their country under the UN demands), they could easily enough defend themselves with something that could fire 95 km. it still gives a good distance. the UN didn't want them lobbing scuds into israel like last time.
i have to dig this up, i heard it some time ago from some news source, but haven't taken the time to dog things up. apparently clinton knew about the whole north korea ordeal, but instead made a lot of effort to silence it and keep it from the american people. apparently he didn't care enough about a small relatively anti-US country having nuclear power.
