    multicard says new International Visa regulaton

    I recently notice that my rebill rate has dropped a lot. Today, I log in to my merchant page and try to find out why has my rebill dropped. And I see that there are a lot of pending rebill in my account. When I clicked rebill now for thoese pending accounts, I got this message: The selected paytype cannot be used with this specific merchant account at this moment. At this moment we can not accept Visa credit cards for the selected merchant and/or products selected due to recent International Visa regulations. You have the option of selecting another credit card type. Some merchants may have the option of accepting eCheck (only US customers) for their account with us. We apologize for the inconvenience.

    And my question is when has this fucking issue become internation issue??? Does anyone know this thing? Thanks

    Note: I am using multicard's merchant to process my order just like most people do with ibill, and my site is adult site.

    Just to clarify, you have a merchant account and you're not allowed to process Visa for adult transactions?

          since almost the beginning of this stuff I've been reading that VISA International would follow suit and have the same restrictions on IPSP's as VISA USA.

          That's why i asked awhile ago about ACPAY - they are in Europe, if VISA International is changing their policy how does it affect American webmasters who went with them and Canadian and Australian webmasters?

            Ah, that makes more sense. A number of us have believed since the beginning that it would not be long until all IPSPs everywhere had to follow the same rules. Did your biller at least give you the option to pay the fee and start accepting Visa again?

              no. And my biller doesn't even inform us this change until I discoverd it.

                    Where Visa US goes, Visa International generally follows... lowering the allowable CDC rates, enforcing cross border acquisition rules, etc etc etc

                    The problem should only exist for US merchants attempting to settle with non US accounts...

                    if you are in Europe and are using an English or Dutch bank to settle it should not affect you since you are within your acquisition region...
