There are a few basic factors to the whole amateur thing...
1.) Personality... The site is about the girl, her life, her personality, etc. She is the voice of the site.
2.) Non-professional girl... A girl who has never modelled before is best. A girl who isn't a stripper, etc. is nice. Obviously, some amateur models have had their own sites for a while, so are more experienced with modelling.
3.) Non-professional production... The photos should be simple, in most cases. Not professional, not fancy composition, no fancy sets.
Most "amateur" stuff, though, is fake, like so many other things. A professional model, in pro photos, with a false personality. Man do I hate that.

I don't think you have a clue about amateurs then, speaking as a FAN of amateur sites myself... toodamnfli summed it up, before Yahoo got pissy, they had a shit load of groups dedicated to 'real' amateurs.
An ugly hired model, slapped up on a site with the words 'amateur' plastered all over because the webmaster thinks he's found a new niche is not amateur. It's ugly models shot by content providers who should wear specs before hiring these girls.
