can you do a paypal chargeback on a payment even if the status of the transaction is "completed" ?

I would suggest that you talk to the person you sent the money to, should be much easier to do it amicably. -
i don't think you can do a normal chargeback, per se... you can try to get Paypal to retrieve the funds from the other parties account, but from what i've heard most of the scammers empty their accounts pretty quickly, and then you are SOL.....promise her a defamation, tell her where the rain will fall..Comment

You can do a chargeback but be warned, paypal is liable to close your account if you make a habit of it. Call them.
