Not totally off. The number of keywords doesn't really have anything to do with PR. PR is your sites rank compared to EVERY other site that's indexed by google. It's a big part of how PR affects your ranking within the sites that contain your specific keywords. I haven't seen any evidence to support the whole toolbar theory, but I have heard ideas thrown around.
