The reason Bush isn't "dealing" with N.Korea the way he's dealing with Iraq is because N.Korea is a starving, armed bear who can't wait for the chance to get into a fight.
Iraq isn't at that level yet, so we need to take care of it first.
If we took care of N.Korea first, by the time we got done Iraq would also be an armed bear and we'd have to do it all over again.
Take out your weakest opponent first so that it doesn't have time to grow stronger while you're busy elsewhere.
Anyone who thinks N.Korea is blameless should know that they have found test missiles from NK in Alaska and claim they can already hit Hawaii and possibly California.

The problem with North Korea has existed for well over fifty years. Every ten years or so they try to rattle the free world, and still it's gotten the nothing. Their country is piss poor (without the support of the now former USSR); South Korea is making cars and selling them in the US..... While people in North Korea freeze to death.
North Korea also didn't invade a country, rape it, then set fire to it as they retreated. Korea also isn't subject to the terms of surrender, as Iraq it.
