Well if a certain tgp user submitter has an TGP submitter program he can submit in 1hr plus an 1 hr to setup the gallery for the TGP, but I don't recommend this style cause sometimes they don't follow to the rules of TGP sites, it might ban your site TGP host if you don't really follow the rules.
If a submitter are manually posting it might take 2 to 3 plus and an hr for setting up for the gallery. I suggest this type of submitting you will require for your TPG posting, cause they will read the rules and analyze the possibility to accept your galleries in a certain TGP site and also to avoid ban.
Also I suggest to find the best people who can submit your gallery to TGP sites with more than posting 150 TGP site a day
