Some banks don't allow chargebacks or even protection from theft, so it depends on the bank in a lot of cases. Most will try to make the customer happy but with debit cards they don't seem to always go that extra mile.

The credit card companies have incentive because they've fronted the money and the customer hasn't paid yet (and could dispute and NOT pay). With a debit card, the customer has already had the money deducted from their account so the bank doesn't have to worry if they get paid or not.
