That's just the number of people that can tell it was Matrix because they used unique info to register with Matrix and the same unique info was used to send the Acacia letter to them

Not everyone used unique info to sign up with Matrix, so they can't say for sure that the Acacia letter they got was as a result of their Matrix registration details
