Actually, that's not QUITE true. For Misdemeanors and traffic violations, yes, but when someone is pulled over the officer usually checks them through the NCIS (national criminal information system), which will also check for felonies or any federal warrents. (I was a reserve deputy sheriff in Maricopa county AZ for a while a few years ago)
