Perhaps it was a communication issue with them, but I did sign up before midnight on the 22nd, and in my email I stated that I wouldn't be able to fax the agreement and my old invoice right away because I'm in Brazil.

They didn't respond to that, and the next day told me I lost out.

I was under the impression I only had to sign up and give up my credit card info before midnight and not have all the docs in place.

If you are looking for video hosting I would suggest talking to someone at Cavecreek about their set up they have with Speedera.

I don't know what they are charging per mbs currently, but it's really quite good, especially with WinMedia Player 9 changing the way protection will work.
