Well.. ya got a load there! And no, the US is certainly not the largest "giver" on the planet. It IS the complete reverse.
The "forced" promised extra 2% (from 3%) promised by Bush was done out of embarassment to enable him to attend and address the spring conference in Mexico relating to third world countries. The reception there was cool as would be expected.
Nigeria is one of these countries regretting "US aid" since result is it costs them 40 million more per annum to have this "priviledge" of trading. But hell.. why just Nigeria.. there are loads of others that are currently "reviewing their position"! *lol*
And na.. I ain't no "US hater".. but I do hate greed in folks that should have some "awareness" and know better. As for contributions from US citizens, yes, I agree they have given to others and am sure that is "genuine giving" in the same way most folks in other countries have contributed. But that ain't no thanks to the US govt - that's another long story and not a wonderful track record - not just in "aid" but, shit, almost anything! I think Americans just accept that even if not everything the government tells them is the absolute gospel truth, there are reasons why the government isn't an open book about everything, and that no other government has any different approach to the truth.
I think the overall truthfulness of the US government is probably higher than that of just about any other major country, be it the UK, Russia, South Africa, Kenya, or Italy. And speaking of Italy, I suppose one reason Americans are less critical of their government is that we don't want to change governments like they were just changing socks.
What may appear to be an unconscious believing of everything the government says, may in fact just be an acceptance of the fact that governments say things of varying degrees of truth for reasons sometimes obvious and sometimes less so.
Always telling the truth about everything all the time is not really an option in today's world.
For example, people say the government's interest in the middle east is all about oil. Probably true. I'm not sure what would be accomplished by admitting as much. And since the US Government is elected to represent US interests, I'm not sure what is wrong with that. It's what any government with the power to do so would have the obligation to do for its own people.

Seems to have reached the stage there is a rolling of eyes in diplomatic circles when the next "proclamation" is made and a rush to establish if there is, in fact, any truth in statements or tis more bullshit.

I did not "make that up" - Bush was pestered for almost six months prior to that and it is well recorded all over and the comments of many others were noted where there would simply be no credibility to the US attending that meeting unless they actually produced some "goods". The situation was made very clear. The fact that the "contribution" was 3% was a joke, but was graciously accepted (or will be *maybe* in 2004). The "drift" over this still continues seven months later. I don't make shit up - ain't got the time to waste.
If ya actually read *any* preceeding actions to that conference, the activity there, or the follow up, I would not have to waste more time answering this.XXX TLD's - Another mosquito to swat.Comment

It was mentioned in Washington circles, by those who preferred to remain nameless (else they are fucked! *g*) as well as "named" other attendees prior to the conference, that it would be somewhat embarassing to stand up and addess a conference promoting "aid" when ya were the worst contributor and were already being pestered to get your hand into your pocket and dig out some change :-)
