Yeah, that's the problem in a nutshell. Cheating webmasters have really screwed things up royaly for the honest guys who want to apply sound business strategies and analysis tools to improve their cash flow.
What also sucks is with scripts as mentioned, even a legitimate and "old style" hand-coded change of one poor producing sponsor banner and putting in another (hopefully better banner or sponsor) is also going to register as a change in a page -- let alone using the more advanced tools that are at our disposal like a rotator.
