Yes...but it was not forward thinking...to initiate the size of the cuts. I for one felt that when the "cold war" was over the world had just became a more dangerous world...because there would be more regional conflicts...and there has been...but actually not on the scale that I expected.
I for one will not be surpised if the draft is reinstituted within the next couple of years...and I for one do not feel that the draft should have ever been discarded...for a variety of reasons.
