How bout as a small thank you from the people or at least the president. Take a small percentage I dunno maybe less than 1% of the 87 billion dollars to be used in Iraq. Divide it between the troops and call it a thank you bonus, your shit is paid for.
Then while bush is at it, have him finish cutting the checks for the 9/11 people he promised funds to.
