You have to have experience in the US Military understands this,
If you are married or have a child, or live off base then you get paid what they called Basic Allowance For Subsistence (BAS)
It basically extra pay to buy your own food.
Everyone else will have to eat at the mess hall
(like a school cafeteria)
So if your in a situation where you get BAS then you'd be charged for any meals you eat. The military has been doing this for years.
Lot of situations like this that is kinda of fucked up because of the policy
