You can have the shittiest site on the web and make money, if you have traffic and monetization setup.
Not as much if the site is not shitty. My point traffic makes the money possible.
All user content should be manually approved. IMHO.
when I was doing this, and thus stopped, mostly what was uploaded was dick picks/vidoes, escorts in non American countries, and the girls in the videos looked to young to be legal. (some other things I deleted after just seeing the thumbnail.)
There are a few legal issues you should be concerned with.
For example A singular DMCA complaint caused my hosting company to turn off my hosting until I removed content. I agreed with their actions and removed the content.
Be aware, but don't worry until you have traffic, be mindful.
