a Canadian health card is not a valid photo ID. she needs a passport, driver's license or identity card. I dunno, haven't lived there in a long minute and have always used my passport for everything in every nation
she can read up on it, or you can on her behalf. but a health card won't swing it

so deep breath OP
1) she can contact the rep on ACF
2) she can sign up to other sites IF she has a valid photo ID, if not, step 3
3) she can apply for a passport. within Canada it's a quick process, one that Covid never disrupted except for perhaps slowing things down (not the issue in my case, mine just got 'lost' in the mail)
if not a citizen she can get a provincial photo ID. I'm not sure if that would be acceptable, never been in that situ re cam sites. that would be something she could ask support about
4) Pineapple Support for mental health
5) if you can, swing her some cash
there's really nothing else you can do
