For shit I need to paste often, I use a macro controller called a Razor Tartarus.
You can also do something similar with a Stream Deck. Neither is free.
Software wise, used to be a great one called ezmacros if you can still find it. What you need isn't a clipboard, you need a macro controller so you can be able to easily assign different macros to different keys and be able to remember which key does what.
