                                          If you start out with SD footage on a mini-DV tape there is no reason to convert to "DVD format" (MPEG-2 presumably) to make Flash. You simply edit the DV AVIs that you capture in an editing program and export a Flash from that or export an edited intermediate file (also DV AVI) and import that into a dedicated encoding app like Adobe Flash Encoder or Sorenson Squeeze or Videocharge.
