It is and has always been a First Amendment issue. It's unenforceable, and how do you legally require a minor to not open a porn site. As always, the right think they can use scare tactics, instead of requiring parents to monitor their own children.
Hey mom and dad, turn off your kids computer, you assholes! Or go to prison for child abuse. It's your job, not ours. And look under their beds for guns while you're at it.
