Normally I would be sort of pissed. For him though, nope. I do believe the hospitals side and that they denied him twice.

Blood pressure to high and not an emergency = perfectly fine to cancel a surgery. Had it done myself before.
Cancelled again because he keeps smoking. Again it is not an emergency situation. Cigarette smoking impairs the healing process a whole shit load. Especially if there is a lot of blood work involved which re breaking the arm, inserting plates, all of that would be effecting the blood supplies.

Very simple he chose cigarettes over his arm and possibly his house that is family lives in.

If he really wants it fixed and doesn't want to stop sucking on fags. He needs to pay a couple kids to bust his arm up in a camera free zone. Say you got jumped (after you clean yourself up and shit, ya know evidence and all). Then rush yourself to the hospital.
