      No, but when i see how much humongous money they waste on various things, i want to offer my stuff lol. For example, national railroad company is wasting 1 mil eur monthly on paying for online ticket ordering system which do not even work properly.

          Not from the US. My first construction contract came from building the insides of an office building for Brunei across the street from the UN though. I really felt like the coolest mother fucker on planet earth. I was 18 with 0 experience in anything just trying to hustle my way out the Bronx using my Muslim connections and bam... my first legal jackpot!

                      I've been apart of 3 of them in Canada - one in the USA. In short government always goes for lowest but surprise that it's who you know. The contractors who get it often give a kick back to the person approving it every time.

                          But there is also a lot of "fixed" contest where they have oddly specific requirement where only one supplier can fulfill it.
