Well, technically, even people outside Germany should follow that law, meaning not showing german visitors nude content. There was a government body which used to mail a lot of webmasters with warnings about content, dont know are they still doing it or they figured out how they cant really dictate what people outside germany doing. When it comes to google, google does not actually host any content , they are just aggregator so not obligated to police it. But still, i'v seen a lot of sites not showing on german google because of government complaint while they are showing on other google versions..
