They don't mention banning VPN's specifically because they don't have to, what they're doing is marketing the bill as if it's needed to block US users from apps like TikTok, but they'll actually have the power to do MUCH MUCH more than that.
They're pushing for US to become an authoritarian state. If you can't see this by now you need to see an ophthalmologist asap.
