Yes, this is true and could affect the price. People outside Canada would need to use a trustee service (proxy registration) or know someone who is a Canadian citizen. Still, lots of Canadians out there who like domains..

The name is still set to drop tomorrow. After further looking I actually think this name was owned and held by the Canadian domain registry (CIRA) and they are letting it go as part of their "Restricted Domain Release"..Cams and some of the other names in the list this week are dropping this way. I think my title shouldn't have said "Expired" because I don't think someone else let it expire. I think the registry has owned it and is now letting it become available for everyone. There are several domains in the list this week which .CA is releasing as part of their 'Restricted Domain Release'. I guess we will know for sure tomorrow..
