CR for any offer depends on traffic, how the traffic is sent, where is it coming from, has the affiliate pre-sold the product before sending the user, ect
There are literaly 1000 things that can influence "the CR for this offer"
And even with the SAME traffic type and SAME creative you ALWAYS end up with different CR...
The affiliate manager can only give you an average CR and of course his job is to sell you, so he will give you a better CR than what you'll get. it's the game...Comment
