The thing is that people have to actually use tools once you make them or you are just throwing money away. On downloadable content, that could be a legal backside covering issue.
It takes money to produce tools and so they have to make you money too
We are always happy to custom do stuff for people that need a particular tool because if they come and ask chances are they will actually use it. Plus, they then get what they actually need for them versus just the same thing everybody else gets.
