Public Nudity and 2257 Law (Spring Break, Mardi Gras)

How do Mardi Gras / Spring Break sites post content without 2257's?
People in http://www.gfy.com/showthread.php?t=886343 say its "public nudity" therefore doesn't apply to 2257, but I can't find this anywhere online.

    Anybody know?

    Good question.

    I've wondered the same.

I've also wondered if some other sites comply and/or how they do. Like the sites I've seen that sell old web cam photos that have been around on the net for years, where the age of the subject is questionable at best.

I doubt they have 2257 info on 9 year old random pics and since it's not user uploaded, but rather pay sites selling amateur shit, there is no safe harbor.

A lot of 2257's I read say "but are merely depictions of public nudity"
