about all you can do is close all the vents and shut doors between the floors You are fighting natural convection. Cool air falls.

Leave the blower fan on the furnace on. It will help marginally.

Let me guess, you have an older 2-3 story house without any air returns on the top floor.

Another option is install a small window a/c unit on the top floor. Then you don't have to run the main unit as much.

Step 1: Park car close to basement window.
Step 2: Run hose from car exhaust pipe to said basement window.
Step 3: Start car.
Step 4: Tell whiny tenants to enjoy new space heater.

We close all the basement vents.
Even go as far as to put foam inside the vents then put the covers back on.
It has helped a fair bit.

I have an open split level with the same issue. I put a big cieling fan in the diningroom which is 1 1/2 stories so that it creates movement and then leave the fan blowing. I added vents to the lowest level to pull that cold air up to the highest levels.

the air is naturally colder down their anyways, my basement with windows, its not finished yet, is always about 65 with NO air vents, in the winter its freezing. New house too approx 3 years old.
