Depends on what you want. You COULD spend a million, or you COULD use a $50 Bootstrap admin fully responsive framework or something like it, and just spend $5-25.000 making it a better solution.

The design itself does not cost a lot, integrating it into a 1998 system which has no template support and was hardcoded by someone who is now retired could be expensive.
