    Police chief denounces 'cowardly' iPhone users monitoring speed traps

    Area drivers looking to outwit police speed traps and traffic cameras are using an iPhone application and other global positioning system devices that pinpoint the location of the cameras.

    That has irked D.C. police chief Cathy Lanier, who promised her officers would pick up their game to counteract the devices, which can also help drivers dodge sobriety checkpoints.

    "I think that's the whole point of this program," she told The Examiner. "It's designed to circumvent law enforcement -- law enforcement that is designed specifically to save lives."

    The new technology streams to iPhones and global positioning system devices, sounding off an alarm as drivers approach speed or red-light cameras.

    Lanier said the technology is a "cowardly tactic" and "people who overly rely on those and break the law anyway are going to get caught" in one way or another.

    The greater D.C. area has 290 red-light and speed cameras -- comprising nearly 10 percent of all traffic cameras in the U.S., according to estimates by a camera-tracking database called the POI Factory.

    Lanier said the cameras have decreased traffic deaths. Red-light and speed cameras have been a hot topic in Montgomery County since Maryland Gov. Martin O'Malley signed a bill in May allowing local governments to place speed cameras in school and highway construction zones.

    Montgomery County police did not respond to calls and e-mails for this story.

    Ralph Ganoe of Silver Spring said he uses detection software from a Washington-based company, PhantomAlert, to avoid speed traps and crowded intersections.

    "Well, my pocket has money in it," Ganoe quipped, when asked about the software's impact on his driving record. "Everybody's got a heavy foot. ... Now I don't have to worry about where [the cameras] are at."

    PhantomAlert mimics radar detectors ? which are outlawed in D.C. and Virginia ? by alerting drivers of nearby enforcement "points of interest" via global positioning system devices. PhantomAlert keeps up to date on traffic enforcement through its users, who contribute information online.

    Founder and CEO of PhantomAlert Joe Scott claimed nine out of 10 police departments across the country support his software.

    "If police come against us, it's going to make them look like they are only [after] revenue" from the camera-generated citations, he said.

    Photo radar tickets generated nearly $1 billion in revenues for D.C. during fiscal years 2005 to 2008.

    In the current fiscal year, Montgomery County expects to make $29 million from its red light and speed cameras. Lanier said efforts to outlaw the software would be too difficult.

    She said, "with the Internet and all the new technology, it's almost impossible to stop the flow of information."

            If I was the cops in that area, I would set up cameras fucking EVERYwhere. Make that alarm ring every half mile. Instantly safer roads by paranoid leadfoots.


            BTW: I'm not for ticket quotas or other bullcrap that we all know goes on. But for someone to comment that "everyone speeds" and therefore it's justified is just comically stupid.

                Quotas in Most states are illegal and simply do NOT exist. I know a LOT of cops that would much rather write a ticket than to write a crash report.

                        My local news recently did a report about the 30% increase in speeding tickets in 2009 compared to 2008 in central ny.

                        Not saying they're doing anything different, in fact I'd lean more towards more leadfoots who have the attitude that "everyone does it". Such a wuss comment, I dunno why it pisses me off so much but it does. Not everyone speeds or gives the finger to the law ya know? Some people leave early, look both ways, always signal, never drive without a seatbelt and everything you're supposed to do. Then one jerk comes along and says everyone speeds to justify a fancy app.. brilliant.

                          in PA it is "illegal" to flash your lights at on coming traffic to notify them of cops hiding. my brothers friend go pulled over for doing it and got a $86 ticket. stupid

                              Guilty until proven innocent doesn't count with cameras. You are guilty, even if you had an emergency, even if the equipment had an error, you can't argue it, take it to court, or fight it.

                              The police are here to serve and protect the people. Then let them do that.

                              Why not put street Cameras up, all over? Monitor everyone, if it looks like they are doing something illegal, it calls the police to arrest them.

                              Hell why not put them in homes so we can make sure people aren't beating kids or the spouse?

                              Might as well toss cameras up in bars, the parking lot, and when a person has had 3 beers.. that's it, busted!

                              Check points... for DUI is an illegal search without cause. They stopped to see if you broke the law, not the other way around - which is how it should work.

                              I support this device and I support no Cameras.

                                It depends on what the end game for this police department is.

                                If their aim is to reduce speeding in certain areas then the app actually helps them acheive their goal.

                                If their aim is to earn additional department revenue through the issue of tickets... well, then I guess they are losing out.

                                It's the difference between the cop who parks his cruiser on the side of the road in plain sight and the cop who parks his behind the bushes or teaves their headlights off at night. Which one deturs more people from speeding? Personally I think the cruiser on the side of the road wins every time.

                                  I got pulled over for jetting around a guy who wouldn't let me from the outside lane. I said 'You caught me, but I was trying to, and did make my exit.' The cop significantly lowered my ticket, so I can't hate on that - first one I got in 5 years.

                                    They do have quotas whether they are official or not. They catch hell from superiors if they don't issue a certain amount of tickets per pay period.

                                    I know a lot of cops and they are always bragging about who writes the most tickets, how many cars they can pull over at once etc.. Its a fun game for them and a huge revenue grab for the state and county.

                                    These same guys are ripping up the highways when they are off because all they have to do is flash the badge to get out of it.

                                    I am all for technology that can help the average person going with the flow of traffic avoid these type of tickets. Joe Blow going to work doing 10 over in a 55 can't afford a $250+ ticket and the points, court time etc.

                                            cops should be out doing better things then stopping speeders coming home from work. i can see in playground zones but the areas these guys set up shop is hiding behind trees on a straight away with not a pedestrian in site. fuck them its all a cash grab.

                                            speed traps are bullshit, cops should b setting up next to merge lanes and writing tickets for people who cannot merge properly. and if they cant merge properly tough shit then they shouldnt be allowed on those roads in the firstplace.

                                                    The Police should wise up and save some money from not having to buy new cameras. All they have to do is buy 100 iphones, download the app to each phone and then mark intersections with cameras. Could be be quite cost effective for them. ;)

                                                                          Because sometimes people who speed unnecessarily/dangerously will slow down if they see a cop. If somebody is doing 60 mph in a 25mph school zone, good for the cop behind the tree with the radar busting him.

                                                                          I hate idiot cops who bust you doing 5 mph over the speed limit as much as the next guy. But I do support them busting those who present a real danger on the road.
